Some individuals want to cruise, but they don’t want to get the shot and don’t qualify for the medical exemption and you aren’t allowing religious exemptions. You do realize this message board isn't run by Carnival, right? The answer to your question is when it's safe and prudent. If a friend or family member wants to cruise with you, but won't get vaccinated due to a personal belief, that's their loss. Should they have a valid medical reason they can not be vaccinated, hopefully they receive an exemption. As both a shareholder, and a person who enjoys cruising, I'm grateful the cruise lines have developed protocols to mitigate covid on ships. Without it, the companies would go bust.
