Falmouth Jamaica port Open or Closed in May?

I have booked an independent short excursion via Viator. The last email I received from RC said that only RC and "government approved" excursions are allowed to leave the port...through April, 2022. We are booked on the May 21 cruise out of Miami. Any chance that independent vendor tours will be allowed by then? ...It seems like a monopoly to me. The other Jamaica ports are open.

I would just wait until closer to the time as protocols are changing and gradually easing. Keep checking Royal's protocols too.
