To the best of my understanding Carnival is self underwriting the cancelation penalty waiver portion of the 3 major segments to the whole policy and that is not recognized by NY banking and insurance regulations as a standard practice. So by state law if they can not offer the same whole policy as they do to the rest of the USA they can't just offer the 2 other major portions that are through Nationwide and Livetravel. 

Beyond that, generally 3rd party vacation policies tend to be less expensive and have more coverage than the ones usually offer by the company accepting the booking. A 3rd party policy can cover any actualized losses, including transport to the port and any non-refundable hotel fees and/or meal costs incurred if the cruise needs to be cancelled or even just delayed, while Carnival only covers those if you booked the Fly to the Fun program through them. Not to mention that the medical care & evac coverage tends to have much higher limits before you need to pay out of pocket to get treatment or go back home once stabilized or recovered if you become sick or injured while on board or in a port of call.
