When are you cruising?  Splash academy is not open currently as there are virtually no young children on NCL cruises right now.  Google NCL dailies for an idea of the normal operating hours.

Also, at this time, due to covid changes, you can't make dinner reservations prior to boarding.  However, you will find it is much easier to get a reservation since sailings are only around 50% full.

Just have a drink in your hand wherever you go.  There is no way they can possibly enforce the mask mandate fully.

No, those requirements don't apply to cruise ship passengers. I was just on a cruise with stops in St Thomas, St Maarten, ++++++ in December. The cruise line will handle all the port requirements and any changes that could potentially arise.  You just need to pay attention to the daily information and any announcements while on board.
